Try using
   CORE_IMAGE_EXTRA_INSTALL += " packagegroup-base-wifi"
which will bring in 'wireless-tools' and 'wpa-supplicant'.

I prefer 'iw' to 'wireless-tools' as it is newer and [IMO]
simpler to use.
