[yocto] add users doesn't work

The "extrausers" class is generally used for image level user/group configuration.
"useradd" class is recommended for recipe level user/group configurations.

So, please use it in your local.conf as below:

eg:
INHERIT += "extrausers"
EXTRA_USERS_PARAMS = "\
useradd -p '' tester1; \
"
