cd into DL_DIR
wget the <tar>
then touch <tar>.done

You can add http://downloads.yoctoproject.org/mirror/sources/
to MIRRORS

something like
MIRRORS =+ "http://downloads.yoctoproject.org/mirror/sources/"
to the concerned recipe.
