Its unlikely we'll switch to the sysroot per recipe model all the time,
its most likely we'll just use it for sanity checking metadata.

For this reason we need to make the bootstrap process for the toolchain
independent of that task.

They are separate issues anyway as when constructing a per recipe
sysroot, we'd still have the problem if we try and install
gcc-cross-initial and gcc-cross at the same time.
