We need to define participation:

1) Is it contributing to layers?
2) Or using layers to deliver working Linux systems?

>From my point of view #2 counts. Part of the participation criteria is
that fixes are delivered upstream, so hopefully we some some commits. On
the other hand, if we have done or job right, it should be possible to
use the output of the Yocto Project as-is, without needing to make any
fixes to the core layers.
