[yocto-ab] YP Participant: Silica

Silica is a producer of small boards, working with YP member orgs TI,
Feescale, and Renesas. They want to provide a common SDK based on YP,
and they have already started doing so with their Pengwyn board
(http://www.silica.com/product/silica-pengwyn-board.html). This is
very much the kind of organization we try to foster with this program.

Please vote yes/no on Silica as YP Participant. If you have any
concerns, let's discuss them at the AB meeting on Weds, but let me
know ahead of time so I can research any needed information before the
meeting.
