Yes, some CID platform which is address data-center processor/chipset uses external PCIe VESA graphic card.

meta-intel doesn't set the X driver to be intel explicitly because there's no reason to. The overhead of loading fbdev and modesettings is insignificant and not all machines supported by the meta-intel BSP use the intel driver, some actually need the modesettings driver.
