[meta-intel] Packages needed for gstreamer h264 libva encoding

I'm trying to add gstreamer h264 encoder plugins into my image for a 
baytrail atom soc.
Currently I added gstreamer1.0, gstreamer-vaapi-1.0 and 
libva-intel-driver to the image recipe, but it does not seem to add any 
h264 encoder at all.
Do I miss something obviously? I also tried adding gst-va-intel but it 
seems to cause no effect. There are no sources or anything else in the 
working folder of gst-va-intel. I'm currently on meta-intel daisy branch.
