[meta-intel] BSP Retirement: sys940x, n450

This is a call for comment regarding the retirement of the sys940x* and
n450 BSPs for the 1.6 release of meta-intel.

sys940x-noemgd and n450 are fully supported by the intel-core2-32 BSP, so
this is more of a simplification than a removal for these BSPs.

sys940x (the EMGD version) is identical in every way other than the
default serial console setting to fri2 and crownbay. It is not well used
to my knowledge and having three copies of what is essential the same
system is overhead we could do without.

Please respond by Mar 24 midnight PT if you have any concerns regarding
the retirement (removal) of these BSPs from the 1.6 release of meta-intel.
