Hi Stuart,
  I am not sure what is the issue with Vaapi here. These kind of issues are best discussed
on this meta-intel mailing list. If there is bug, which can easily be reproduced, then you 
can open a bug at http://bugzilla.yoctoproject.org, which helps in tracking progress
of fixing the issue.
