[yocto] bitbake <image> -c populate_sdk generates locale error

Hi,

When I run 'bitbake <image> -c populate_sdk' I get an error about the locale not being found. I have tried setting the locale in local.conf but that didn't seem to help. The odd thing is that 'bitbake <image>' works just fine.
