[yocto] DEPENDS python-xml not working in pyro2.3

Check the configure logs, or post the logs somewhere. You should be looking
at the test which is done to assert presence
of libxml2 and then see why its failing. btw. you might need to
inherit pkgconfig if pkgconfig is used for conguring lib deps.
