[yocto] [PATCH 3/7] recipes-kernel: linux-rockchip: Add new recipe for 4.4

Rockchip 4.4 kernel is currently the latest kernel from
the rockchip offical.
It supports all rockchip 64-bit chips and few 32-bit chips.
