[yocto] Retire YP 1.8.3 and 2.0.4

All,

Just a heads up that we will no longer be tracking or updating bugs logged against YP 1.8.3 or YP 2.0.4 since these project have moved to community support.  Support will still existing in the community branch, but we will no longer accept nor will triage bugs against these versions.
