Basically:

meta/classes/package_deb.bbclass
meta/classes/rootfs_deb.bbclass

Most of the logic is actually in Dpkg* classes in:

meta/lib/oe/sdk.py
meta/lib/oe/package_manager.py
meta/lib/oe/rootfs.py
