Are you trying to build for the RaspberryPi2?

I [temporarily] fixed this by copying the missing files.  In
the meta-raspberrypi layer, do
   % rsync -a recipes-graphics/xorg-xserver/xserver-xf86-config/raspberrypi{/,2}
