No, DISTRO_FEATURES don't change how eg libc and the kernel are built.
That said if you're building systemd, why are you using poky-tiny?  I doubt
you'll see much gain from poky-tiny + all the pieces to make systemd work
and plain poky (or the default distro configuration).
