[yocto] add a process memory check utility (ps_mem)

Here is a patch.

- add RDEPENDS python
- updated FILES to your comment
- made change to the master tip of git://git.openembedded.org/meta-openembedded
- testing: bitbake psmem
- testing: bitbake fsl-image-full (using freescale yocto)
