[yocto] why is there no mention of merge_config.sh in kernel dev manual?

[Robert P. J. Day]

  still perusing dev manual, section on creating a tiny image mentions
kernel-related merge_config.sh utility, but there is nary a mention of
that utility in the entire kernel dev manual, which seems odd.
