Several ways to do it. In your local.conf you could add 

CORE_IMAGE_EXTRA_INSTALL += "ltp"

You can also modify image recipe itself and add it to RDEPENDS
or write a bbappend to the image recipe in your layer and then
add RDEPEND_${PN} += "ltp" to it.
