[yocto] ref manual, reference to TARGET_ARCH seems wrong

it's suggested that it's very important to set TARGET_ARCH in a new
machine config file.   i don't think that's true (anymore?).  seems
like that's typically set in class files or possibly recipe files.  is
that reference obsolete?
