[yocto] Weekly test report for 1.3M1 RC1 - consolidated

Hello,

Here are the consolidated results for RC1 weekly testing:
Summary:

1.       The syslog daemon can't startup on all qemu images and real hardware.  The feature "Incremental RPM image generation" doesn't work with this build, report as bug 2617. This issue is common across all platforms

2.       A critical issue that is grub-efi-native fails due to help2man script which blocked all cases on FRI2, reported as bug 2527

3.       For Hob,  there are two minor issues: Incorrect total image size in "View Package" page and the layer cannot be deleted in a special situation.

4.       For Core Build System there are the following bugs: 2571, 2572, 2589, 2590, 2617 and 2619 (none of them with target 1.3M1)

Laurentiu’s observation: there is a thin red line between buggy and good (as long as the reports are done by different persons)
