[yocto] Bugzilla 4.0.3 online

Bugzilla is updated and live on the new server at
https://bugzilla.yoctoproject.org/. SSL is now required to connect and
all page loads will use the yoctoproject.org domain. Old bookmarks
should be redirected properly.
