[Yocto-infrastructure] Unplanned network degradation for some users

Users of several Yocto Project web and git services may have experienced
timeouts and general slowness between 9:30 PDT and 9:50 PDT this morning.

This was caused by a peered ISP advertising incorrect routes and has
been fixed.
