[Yocto-infrastructure] Upstream Network Maintenance, Dec 1st and 2nd PT

Our upstream network provider for our primary git, e-mail, and
wiki/website location has informed us of an upcoming maintenance which
is expected to cause an outage
of up to 20 minutes on Dec 1st between 00:00-06:00 and Dec 2nd, 00:00 -
06:00 PT. The 20 minute outage is expected for both maintenance windows.

Depending on your location these service may appear offline while routes
update.
