[Yocto-infrastructure] Service outage

Work is complete and all services are restored. We have more bandwidth
than ever.

We went 12 minutes over the outage window due to some necessary last
minute clean up.  However the total time offline was 56 minutes out of
the 4 hours scheduled. Thanks for your patience.

We will have several more short outages for other systems next week.
Expect a time line for that next Monday. These outages will only be a
few minutes per service however. The big move is done.
