[Yocto-infrastructure] Yocto Services Downtime

All services are back to normal.

Problems with a change in vlans prevented bugzilla and the main website
from coming up with the other services. These services were restored at
16:38.

All of the builders except ab02 were working as of 18:23.

ab02 is now up after fixing a NIC driver issue.
