[Yocto-infrastructure] Yocto Services Downtime

We are going to move the Yocto project infrastructure from its current
location to a rack that is able to provide more power. This will allow
us to add builders and reduce build times. An opportunity has come up
which should allow us to move the servers in the next few hours.

Expect all services (git, web, mail, etc.) to go offline from 12 noon to
1:00pm PDT. (1900 - 2000 UTC)

Expect the autobuilder to be offline from 12 noon to 5:00pm PDT. (1900 -
2400 UTC)

If the move must be rescheduled I will update the list with new dates
and times.
