[Yocto-infrastructure] [Maintenance Outage] Short network downtime for facility upgrades

Yocto Project servers will experience a short network outage for
facility upgrades. This will have minor impact only, interrupting
ongoing connections like rsyncs, large downloads, and autobuilder tunnels.

_Details_

All OSL network access will be unavailable for three short <3-5 minute
windows in order to move connections to the OSU data center switches
from a single trunk to a redundant port-channel configuration and swap
switch supervisor modules.

_Outage Window:_

Start:   Wednesday, November 21, 10:00PM PST (0600 UTC)

End:    Wednesday, November 21, 10:30PM PST (0630 UTC)
