[Yocto-infrastructure] Outage: downloads.yoctoproject.org

The server downloads.yoctoproject.org had intermittent connectivity from
17:40 PDT to 18:05 PDT Friday July 13th. It appears an NFS server error
overwhelmed the network interface and it was unable to serve incoming
connections. The error in the logs is "NFS: directory pub/sstate
contains a readdir loop."

The pub/sstate directory contains 829331 files.  I will look into
possible fixes for the NFS server and explore reducing the number of
files in this directory with knowledgeable team members.
