[Yocto-builds] buildbot failure in The Yocto Autobuilder on nightly-qa-systemd

The actual failure is:

| /usr/bin/install: cannot change permissions of `/srv/home/pokybuild/yocto-
autobuilder-new/yocto-slave/nightly-qa-systemd/build/build/tmp/work/x86_64-
poky-linux/systemd/1_199-r3/image/lib/systemd/system/quotaon.service': No such 
file or directory

This file does exist now on the autobuilder so I would have to say this looks 
like a parallel make install issue to me. The puzzling thing is we haven't 
seen this in master; I guess with a race though it's entirely possible it just 
never showed up until now.
