This indicates that one of the triggered builds (crownbay, emenlow,
etc) either was not finished when the trigger timed out or (more
likely) finished but the trigger never got the notice that it
finished. I see it very infrequently and haven't had time to diagnose
it. It's generally something we can ignore unless other things blew
up.
