[yocto-ab] YP Advisory Board: VOTE meta-ti YP Compatible

Thanks very much to TI for being a leader previously this week with the
push to get everyone's BSP layers up to date with YP Compatible. To that
end, I'd like to formalize a vote for their BSP layer for two prior
releases. Both have full Yes answers to all questions for YP Compatible 1.0
and both are represented on the OE layer index.

Keep those BSP layers coming in!
