I run it locally with just OE-Core and found following issues:

======================================================================
INFO: FAIL: test_signatures (common.CommonCheckLayer)
INFO: ----------------------------------------------------------------------
INFO: Traceback (most recent call last):
  File "/home/otavio/yp-compatible/sources/openembedded-core/scripts/lib/checklayer/cases/common.py",
line 53, in test_signatures
    self.fail('Adding layer %s changed signatures.\n%s' %
(self.tc.layer['name'], msg))
AssertionError: Adding layer meta-ti changed signatures.
346 signatures changed, initial differences (first hash before, second after):

      NOTE: Starting bitbake server...
      basehash changed from f88908d5e41cd84b4b6d91b3574625c7 to
3f0e68d7a77fbe424647505b3a7edb02
      Variable SRC_URI value changed:
file://0014-Revert-rules-remove-firmware-loading-rules.patch
 file://Revert-udev-remove-userspace-firmware-loading-suppor.patch
       file://devfs-udev.rules file://init
file://links.conf file://local.rules
file://permissions.rules file://run.rules
file://udev.rules {+ file://omap-tty.rules
file://firmware.rules +}"
      Variable PR value changed:
      "${@bb.parse.BBHandler.vars_from_file(d.getVar('FILE',
False),d)[2] or [-'r0'}-] {+'r0'}.3+}"
Dependency on checksum of file firmware.rules was added
Dependency on checksum of file omap-tty.rules was added

So it seems to be not passing the check.
