[yocto-ab] YP Advisory Board: VOTE meta-ti BSP layer YP Compatible

As most of you know meta-ti is the BSP layer for Texas Instruments
products. It is very well maintained by TI. It is now being submitted for
YP Compatible status, which requires and AB vote. All answers to the
questions on the form are "yes", including a PASS from the new
yocto-check-layer script.

In accordance with YP Compatible guidelines, I conditionally approve
meta-ti so that it can participate in the upcoming launch of the new
website this week. That means this vote needs to conclude within 10 days.
So please vote yes/no by email for meta-ti to be YP Compatible.

I'm very glad to see member response regarding YP Compatible. Get those
layers in, just as Denys has done here with meta-ti.
