[yocto-ab] YP Advisory Board vote: new membership rights, rules, & obligations

Hi all - Tracey has spent a lot of time revising the "rights, rules, and obligations" document that applies to the Yocto Project. The changes are mostly to bring it up to date, as she describes below, and to account for the new Platinum level, which Intel needs in order to sign up at that level.

We need a vote *today* on this so we can get the paperwork through. I have talked to some of you individually already. Please review and let me know of any concerns.  Both the old and new one are attached.
