[yocto-ab] Yocto Project AB: VOTE YP 1.5 Compatible meta-qt5

Many products depend on meta-qt5. OS Systems has requested YP
Compatible status for meta-qt5 for YP 1.5. The layer qualifies under
the applicable questions on the form, and OS Systems is now a member
organization, removing the prior issue with moving forward.
