[yocto-ab] Yocto Project AB VOTE: OS Systems

I'm not sure I "get it".

meta-ossystems-base seems to do very little:

1. provide an oss distro file
2. use the oss u-boot repository rather than upstream
3. override psplash to display the oss logo
4. provide a few utility classes borrowed from meta-mentor

I have a similar skeleton meta layer I use at the start of each client
engagement, and we immediately start modifying it to substitute their logo,
distro tweaks, etc.

To be honest, I'm not sure what benefit they think they get from the YP
compatible logo!  And I'm not sure that overriding the rules is justified
for something like this.

That said, if it is something that will keep an active contributor happy, I
am willing to vote yes.

But in that case, maybe we should consider "active contributor" as another
class of those who are eligible for YP Compatible so that we can deal with
requests like this consistently.
