[yocto-ab] Collab Summit Invites

How should we handle invites to the Collab Summit? How many invites are
allocated to the Yocto Project (rough number is fine)?

The agenda for the workgroup meeting should be set by the TSC.

I am assuming the advisory board members have a process in place for
inviting their employees. My personal concern is how to invite
contributors from the larger community. I see two approaches:

1) The TSC and AB develop a list of people they would like to see there
and arrange invites for them.

2) We announce the workgroup meeting on the Yocto/OE-Core lists and ask
people to apply for invites.

There are merits to both approaches and I kind of favor the second. I am
neglecting the reality that many of the community people do not have
employers who will cover travel expenses. But I feel it is important we
let people know they are welcome to attend the meeting.
