[meta-virtualization] Issue in irqbalance Code AARCH64-ARM-A53

Hi Bruce,
               1. Author released 1.3.0 and i compiled it with AARCH64 and
it succeed.
               2. submitted irqbalance_1.3.0.bb patch.
