[meta-virtualization] [PATCH] libvirt: uprev to 1.2.4

Updating the version of libvirt to 1.2.4. Only small changes are required
to the ptest and python chnages for this new version, but otherwise, all
packaging and build optinos are the same.
Sanity tests show no regressions from 1.2.2.
