Do you also have to bump PV here? The log says update to 01.00.00.13...
This commit is the official PDK release of ICSS EMAC with the tag DEV.ICSS_EMAC_LLD.01.00.00.13
The earlier patch (https://git.yoctoproject.org/cgit/cgit.cgi/meta-ti/commit/recipes-bsp/icss-emac-lld/icss-emac-lld.inc?h=rocko&id=d3d575e8dfc71efece38e8a6c8ef802f1f2c3361) was a pre-release version to get the linux builds going with the intermediate release.
