[meta-ti] where should CCS recipe go

Hi all,

CCS is needed to build processor libs (such as MATHLIB, DSPLIB, VLIB) from source. It is only needed for Proc-SDK RTOS. I've come up with a recipe and am wondering where is the best place for it. Should it be in meta-ti/recipes-ti/devtools or meta-processor-sdk-internal/recipes-ti/devtools?
