I rather see it the way that when you put the distro + BSP together 
through build/conf/local.conf and build/conf/bblayers.conf, only at that 
point you know the exact combination.

But isn't MACHINE_FEATURES for these kind of purposes? To me it looks 
like it could fit there too.

Although in other way, I would see RRECOMMENDS to be suitable for 
non-mandatory parts, since Yocto targets embedded systems which may 
certainly have resource limitations and would prefer stripped-down 
systems compared to traditional distros.
