[meta-intel] BSP QA Test Report for Meta-Intel Release 2.3 rc4

For Meta-Intel the CCB has always been the BSP team.  So, do an e-mail to others on the BSP team and if they approve then work with Joshua/Michael to get it posted.

I have reviewed the open bugs and closed the Cherry Hill/4.1 Race bug as wont fix due to it being on older non-public hardware.

I am ready to release this if we do not need a CCB, otherwise please start the CCB process for meta-intel release.
