Your mention of linux-firmware made me realize that I was incorrect with 
my earlier statement. MACHINE_EXTRA_RRECOMMENDS does not effect 
core-image-minimal, see here: 
http://www.yoctoproject.org/docs/2.2/mega-manual/mega-manual.html#var-MACHINE_EXTRA_RRECOMMENDS
