[meta-intel] [PATCH 2/2] rmc: add Minnowboard Turbot board data

To be able to detect a Minnowboard Turbot, its fingerprint
is needed in the RMC database.

This initial commit adds the fingerprint and a simple cmdline
entry (KBOOTPARAM) for the board.
