[meta-intel] [PATCH 0/3] intel-*: update do_image_wic dependencies

This series updates do_image_wic dependencies. The motivation
is to ensure the necessary tools are built by bitbake and
available for wic when using an intel-* MACHINE. The dependencies
are set such that do_bootimg task does not need to run (must have
for non-live image creation).

The dependency settings are tested on intel-corei7-64 using 
core-image-minimal rootfs.

Additionally, clean up a redundant EFI_PROVIDER setting from
intel-quark.
