[meta-intel] [PATCH 1/1] linux-yocto: Add linux-yocto_4.8.bbappend

Preliminary testing on the 4.8 kernel has gone well with no major
defects found on Intel hardware.

Tiny is not yet in a working condition and the preempt-rt patches are
not yet available for the -rt kernel, so only add the base linux-yocto
recipe for now.
