The autobuilder has been hitting this but I forgot to talk to Saul.

Saul, who maintains these recipes currently?  Can we get an acknowledgement
that they replaced the tarball on purpose and we haven't detected a
successful hack, and ideally that the DPDK team promises not to replace
tarballs again?
